
A major salary revision could soon be on the horizon for West Bengal government employees as speculation intensifies over whether the new state administration will first implement the 7th Pay Commission or clear long-pending Dearness Allowance (DA) arrears. From Nabanna to district-level government offices, discussions are now centred around one question — which financial relief will arrive first for lakhs of state employees.
Ahead of the Assembly elections, senior BJP leaders had promised that a 7th Pay Commission for West Bengal employees would be constituted within 45 days if a new government came to power. Following the change in administration, employees have started calculating possible salary hikes based on the expected “fitment factor” formula that determines revised pay structures under pay commission recommendations.


At the same time, the legal battle over pending DA payments continues to remain a crucial issue. In a landmark observation earlier this year, the Supreme Court stated that Dearness Allowance is not a matter of generosity but a legal entitlement of employees. The court had also directed the state to clear pending DA dues for the period between 2008 and 2019.
The matter was scheduled for hearing before a special bench of the Supreme Court on May 6. However, according to sources, the state government sought additional time just a day before the hearing and requested a three-week extension.
What Is the Fitment Factor?
The fitment factor is a multiplier used to calculate revised salaries under a pay commission. It allows governments to restructure salaries across different employee categories through a standard formula.


Under the 7th Pay Commission model followed by the Centre, a commonly discussed fitment factor is 2.57. The revised basic pay is calculated by multiplying the current basic salary with this factor.

DA Gap Remains a Major Concern
One of the biggest grievances among West Bengal government employees has been the massive gap between Central and State DA rates. Currently, the difference is estimated to be around 42%.


Earlier this year, the state government had announced a 4% DA increase effective from April 1 in its interim budget. However, employees claim no official government order has yet been issued to implement the hike.
This has now led to growing uncertainty over whether the new administration will honour the previously announced DA hike, align DA rates with the Centre, or move directly towards implementing the 7th Pay Commission.
Employee Organisations Watching Closely
Government employee unions say staff members are cautiously optimistic after years of uncertainty. Several employee bodies have expressed hope that the new government will move quickly to fulfil election promises related to salaries and allowances.
Union representatives also believe the state’s request to delay the Supreme Court hearing may indicate that the administration is reviewing earlier decisions and exploring possible solutions to the long-running DA dispute.
What Employees Should Watch For
Experts have advised employees not to rely on unofficial claims or viral social media messages until formal notifications are issued by the government.
Employees are also being encouraged to keep updated records of their current pay structure and allowances so they can independently verify revised salary calculations if the pay commission is implemented.
Meanwhile, all eyes remain on the Supreme Court’s next hearing, which is expected to play a crucial role in deciding the future of DA arrears for lakhs of state employees.
