The development has triggered intense discussion within administrative and political circles over whether Agarwal could soon be elevated to a key role in the Chief Minister’s Office.

The meeting, attended by the state’s top bureaucrats shortly after the BJP government assumed office, was already being closely watched for signs of the new administration’s power structure. Now, sources within administrative circles claim that Manoj Agarwal may also be in line for a significant position, with discussions intensifying around the possibility of him becoming the Chief Minister’s Principal Secretary.

Agarwal is regarded as one of the state’s experienced bureaucrats and has handled several sensitive administrative responsibilities over the years, including his role as Bengal’s Chief Electoral Officer during a politically charged election season.

Political observers believe the seating arrangement at Nabanna may not have been merely symbolic. In Bengal’s bureaucratic culture, such positioning during a Chief Minister’s first official administrative meeting often carries strong political and institutional messaging.

The BJP government under Suvendu Adhikari has already signalled that it intends to reshape the administrative structure at Nabanna and bring in officials considered efficient, politically neutral and aligned with the new governance approach.
