Salary Uncertainty for Over 9,000 Schools in West Bengal, Nearly 2 Lakh Teachers and Staff in Crisis
Supreme Court allows only 'eligible' teachers to attend school until December 31. With no clear directive from authorities, salary requisition submissions are stuck, leaving schools and educators in limbo.

Over 9,487 schools across West Bengal are facing a salary crisis, affecting nearly 2 lakh teachers and staff members, due to a lack of clear instruction following the recent Supreme Court verdict. The court permitted only “eligible” teachers to attend school till December 31, excluding “tainted” or “ineligible” teachers and Group C/D staff recruited in 2016. This has thrown the monthly salary requisition process into disarray.

Every month, school authorities submit salary requisition via the i-OSMS portal by the 10th to 12th. However, this time, with no official circular issued by the School Education Department or West Bengal Board of Secondary Education (WBBSE), most headmasters have not submitted requisitions fearing contempt of court.

⚠️ Key Problems:

No separate list distinguishing “eligible” and “ineligible” teachers or staff.

Fear of legal action if names of tainted teachers are included in requisition.

DI (District Inspector of Schools) offices have not issued any written clarification.

All salary submissions, even for non-tainted staff, are being withheld to avoid legal complications.


🗣️ What Head Teachers Are Saying:

Parthapratim Baidya, headmaster of Jadavpur Vidyapith, says,

“There is one Group C employee recruited in 2016 in our school. His name is on the portal. Because of him, I couldn’t submit the salary requisition. If this continues, even regular teachers may not get paid on time.”

Shubhendhu Shekhar Bandopadhyay, headmaster of Parnasree Satiprasanna Vidyapith, adds,

“We have nine teachers waiting for their salaries. But we couldn’t submit the requisition because one name was omitted. I even wrote to the DI, but got no reply.”

Indrani Das, acting headmistress of Charghat Girls’ High School in North 24 Parganas, says,

“One Group C staff from 2016 is causing the delay in salary submission for the entire staff.”

🏢 Administrative Silence:

Many DIs said they are waiting until Monday, after the weekend holidays, for instructions from Bikash Bhavan. An education department official said,

“The situation changed after WBBSE’s modification application to the court. Any decision now must come from the top, likely from Nabanna. We are waiting for that.”

Without immediate action from the School Education Department and Nabanna, the situation may worsen. A clear directive is urgently needed to allow headmasters to process payments without fear of legal consequences.
